Domains

Domains are the top-level partitions of the record. Each has a versioned vocabulary of keys published with the specification. Every key states which levels it supports, whether it is safety-critical, whether it is special category, and whether a connector may propose it. Extension keys use the prefix x-<org>.<name>.
